Contract Specialist Honolulu, HI The incumbent is responsible for activities associated with acquisition and planning, pre-award responsibilities, administrative and reporting functions. Assist the CCA team leaders to coordinate contracting activities, performs review and provides guidance of complex contracts administered by other contract specialists. Aids program personnel in defining requirements, writing specifications and statements of work, and developing the time schedule for the acquisition. Responsible for the acquisition of equipment, supplies, lease agreements for real and personal property, nursing home placements, maintenance, construction, sharing agreements, scarce medical specialty agreements, consignment agreements, and Research & Development through sealed bid and/or negotiation procedures conditional to which team he/she is assigned. Responsible for obtaining current wage determinations from the Department of Labor for inclusion in proposed contracts and determining classification of skills to be utilized during contract performance. In the pre-award state, the incumbent identifies the range of competition which will achieve maximum efficiencies, develops publication notices and determines the means of publicizing the acquisition; identifies the type and method of contract procedures to be used; coordinates the acquisition with the VA Competition Advocate and the Small Business Administration as necessary. In sealed bid solicitation, conducts the public bid opening. Conducts pre-award investigations of offer or, responsibility, inspections of facilities or pre-award testing requirements. Evaluation Specialist
The University of Hawaii Work with staff of the State of Hawaii Department of Education and University of Hawaii to develop evaluation plans for Hawaii P-20 programs. Implement evaluation activities, including formative and summative evaluations, for Hawaii P-20 programs such as GEAR UP Hawaii and the College Access Challenge Grant. Work with DOE and UH personnel to collect and analyze data for reporting. Prepare and submit requests to the UH Institutional Review Board and HIDOE to comply with policies and procedures regarding human subjects. Design, develop, and maintain a project database of participating students and schools. Analyze evaluation results, prepare reports and recommendations to improve program activities.
